16:11a And Uriah the priest built the altar

So the priest Uriah built an altar ⌊like that/this⌋ .

Uriah then ⌊had his workers⌋ construct ⌊another⌋ platform/place for sacrifices.

16:11b according to all the instructions King Ahaz had sent from Damascus,

He fully/exactly followed the plans/drawing that King Ahaz had sent him from Damascus.

He used the picture/design ⌊of the foreign/pagan altar⌋ that he had received from King Ahaz.

16:11a-b (reordered)

Then Uriah the priest followed in detail the design/instructions that King Ahaz had sent him. He ⌊had his workmen⌋ build a ⌊new⌋ platform for offering sacrifices ⌊in Jerusalem⌋ that was just like the one in Damascus.

16:11c and he completed it by the time King Ahaz had returned.

Uriah built it before King Ahaz returned ⌊from Damascus⌋ .

Uriah completed it before the king returned ⌊to Jerusalem⌋ .
