12:6a By the twenty-third year of the reign of Joash, however,

But after King Joash had reigned/ruled for 23 years,

However, when he had been king for twenty-three years,

12:6b the priests had not yet repaired the damage to the temple.

the priests had still done nothing to fix/correct ⌊the damages to⌋ Yahweh’s house.

⌊Joash realized that⌋ the priests had not yet repaired/restored the temple.
