21:24a Anyone belonging to Ahab who dies in the city will be eaten by dogs,

Dogs will eat every relative/descendant of Ahab who dies in the city/town.
-or-
Any relative/descendant of Ahab who dies in the city, the dogs will eat them.

21:24b and anyone who dies in the field will be eaten by the birds of the air.”

Birds ⌊of prey⌋ will eat those who die in the field/countryside.”

And any who die in the field/countryside, the ⌊scavenger⌋ birds will eat them.”
