31:6a And the Israelites and Judahites who lived in the cities of Judah

People living in Judah’s towns from ⌊the territories of⌋ Israel and Judah,
-or-
The people who had moved to Judah from Israel, and the people of Judah themselves,

31:6b also brought a tithe of their herds and flocks

also brought a tenth of their livestock and their sheep.
-or-
also gave a tenth part of their herds of cattle, sheep and goats.

31:6c and a tithe of the holy things consecrated to the LORD their God,

This was in addition to a tenth of the things set apart for Yahweh their God.
-or-
And they gave a tenth of the other things that belonged to Yahweh their God.

31:6d and they laid them in large heaps.

They made enormous piles of it all.

They stacked everything into large piles.
