30:5a So they established a decree to circulate a proclamation throughout Israel, from Beersheba to Dan,
So they sent an announcement to the whole kingdom of Israel, from Beersheba Town all the way to the territory of Dan.

They decided to invite everyone in Israel ⌊and Judah⌋, from Beersheba ⌊in the south⌋ to Dan ⌊in the north⌋.
30:5b that the people should come to keep the Passover of the LORD, the God of Israel, in Jerusalem.
In it they called people to assemble in Jerusalem to honor Yahweh, by celebrating the feast of Passover to Israel’s God.

The invitation called people to come to Jerusalem to observe the Passover Feast for Yahweh, the God of Israel’s people.
30:5c For they had not observed it as a nation as prescribed.
They had not celebrated the feast of Passover in large numbers in the way that the law ⌊of Moses⌋ said they should.

The law said that everybody should celebrate the Passover Feast, but not many people had been celebrating it.
