8:9a But Solomon did not consign any of the Israelites to slave labor,

But Solomon did not force the Israelites to work for him.
-or-
But King Solomon did not make the Israel people to be slaves.

8:9b because they were his men of war,

Instead he used them as his soldiers.
-or-
The Israel people were his soldiers and

8:9c his officers and captains,

Some were the officers of his army,
-or-
the officers of his soldiers.

8:9d and the commanders of his chariots and cavalry.

some were the officers of his chariots, and some were people who drove his chariots.

They were also officers over his war carts and his horsemen.
