Here, as in verses 10-12, the author uses highly picturesque language.

Shafts of lightning will fly with true aim, and will leap to the target as from a well-drawn bow of clouds: Shafts of lightning may be rendered “Bolts of lightning” (Good News Translation) or even “Bolts of lightning like arrows.” Will fly with true aim, and will leap to the target may be translated “will fly through the air and never miss their target.” Good News Translation represents the meaning well and provides a good model.
