It is good to begin a new paragraph here. At the end of verse 24 a model will be given for the whole paragraph in verses 18-24.

A man of judgment will not overlook an idea: Idea has to be interpreted in the light of the next line.

And an insolent and proud man will not cower in fear: There is a textual problem here, which is noted by both Revised Standard Version and Good News Translation. Revised Standard Version follows the Hebrew with an insolent and proud man, but the Greek has “a foreign and proud person.” Good News Translation also follows the Hebrew by combining insolent and proud into “arrogant.” We recommend the Hebrew text here. It is more difficult to decide how to interpret the Greek phrase rendered cower in fear. We suggest the verse be approached like this:

• Sensible people will heed [not overlook] a warning [idea], but some people are so arrogant * and sure of themselves that they show no caution [will not cower in fear] at all.
* Hebrew some people are so arrogant and sure; Greek some foreigners are so sure.
