5:15a The princes of Issachar were with Deborah,

The leaders of the Issachar people went with Deborah,
-or-
The leaders of the clan of Issachar joined Deborah.

5:15b and Issachar was with Barak, rushing into the valley at his heels.

and all of Issachar followed Barak. They went into the valley with Barak as their leader.

The people of Issachar joined Barak. Barak sent them into the valley and they followed him.

5:15c In the clans of Reuben there was great indecision.

However, in the land of Reuben they did not know what to do.
-or-
But the clan of Reuben could not decide. They didn’t know if they should go or not.
