At that time refers back to the time indicated by “the days are coming” in verse 32 of chapter 7.

For says the LORD, see 1.8.

As elsewhere, princes refers to rulers or “officials” (so Good News Translation). Refer to 1.5 for prophets and to 1.1 for priests.

In the translation of this verse it may be necessary to use an active voice and indicate who it is that brings the bones of the kings of Judah and the others out of their tombs. Evidently the enemies of the people are indicated, and so we may render “Your enemies will remove the bones … from their burial place.”
