When he did not find her he rushed out to the people: Good News Translation‘s “of course” is not correct since it changes the meaning. Revised Standard Version‘s when he did not find her is better. It serves to connect his failure to find Judith with his rushing to make the announcement. The word translated the people often represents the army, and New American Bible probably has this in mind with “rushed out to the troops.” It is clear, however, from the flow of the narrative that the author has the “officers” (Good News Translation, Contemporary English Version) in mind here. It is the officers who came to Bagoas in verse 13; it is the officers who react in verse 19 to Bagoas’ announcement. The soldiers do not hear the news until 15.1.
