7:21a I, King Artaxerxes, decree to all the treasurers west of the Euphrates:

¶ I, Artaxerxes the King, command all the treasurers in Beyond the River Euphrates ⌊Province⌋.

¶ “And I, Artaxerxes chief/ruler ⌊of Persia⌋, give an order to every financial officer in Western ⌊Province⌋.

7:21b Whatever Ezra the priest, the scribe of the Law of the God of heaven, may require of you,

All that Ezra the priest, the scribe/writer of the Law of the God who is in heaven, may ask you (plur.) to do,
-or-
This man Ezra⌋ is a sacrificer and scholar/expert in the laws of the God ⌊who rules from⌋ heaven. Anything that Ezra requires/needs from you,

7:21c it must be provided promptly,

you must give full effort to do.
-or-
provide without delay/fail.
