King Ptolemy Philopator to the generals in Egypt and all in authority in his government, greetings and good health: Compare 3 Macc 3.12, which is very similar to this verse. A possible model here is:

• “I, King Ptolemy Philopator send greetings and best wishes to my generals in Egypt, and to everyone with authority in my government.
