3:17a For the LORD says,

For Yahweh says,

And he says that

3:17b ‘You will not see wind or rain,

‘You (plur.) will not see wind ⌊blowing⌋ or rain ⌊falling⌋ ,

-or-

⌊even though⌋ you (plur.) will not feel any wind or see any rain,

3:17c but the valley will be filled with water,

but this ⌊empty⌋ wadi/channel will be filled with water.

-or-

water will fill/cover this ⌊dry⌋ streambed.

3:17d and you will drink—you and your cattle and your animals.’

You, (plur.) your livestock, and your other animals will ⌊be able to⌋ drink ⌊from it⌋ .’

Then you, (plur.) your herds, and your pack animals will have ⌊plenty of water⌋ to drink.

3:17b-d (reordered)

⌊Even though⌋ you (plur.) will not see any wind and rain, there will be ⌊plenty of water⌋ to drink! There will be ⌊enough water⌋ for you, your herds, and all your other animals. ⌊For⌋ this ⌊dry⌋ valley will be filled with water!
