23:25a Neither before nor after Josiah was there any king like him,

Before Josiah and after him, there was no king his equal.

So Josiah was the most ⌊devoted/righteous/obedient⌋ of all the kings ⌊of Israel and Judah⌋ .

23:25b who turned to the LORD

He devoted himself to Yahweh

He totally committed himself to Yahweh.

Josiah followed Yahweh more than any other king before or after.

23:25c with all his heart and with all his soul and with all his strength,

with all his heart/mind, all his life/being, and all his strength/energy.

He worked very hard ⌊to serve Yahweh⌋ with true sincerity and enthusiasm

23:25d according to all the Law of Moses.

He obeyed all the laws of Moses.

as the Law of Moses commanded.

23:25a-d

Before him there was no king like him/Josiah. He turned to Yahweh with all his heart and with all his soul and with all his might. ⌊He lived⌋ according to all the law of Moses. No king like Josiah ruled after him either.
