16:13a He offered his burnt offering and his grain offering,

He burned an entire animal as a sacrifice and also burned a sacrifice of grain/seeds.

He/Ahaz sacrificed an animal in the fire ⌊on the new platform of sacrifice⌋ . He also made/offered a sacrifice of grain/wheat.

16:13b poured out his drink offering,

He poured out wine as an offering ⌊upon the new altar⌋ .

-or-

He caused wine to flow/spill ⌊onto the platform⌋

16:13c and sprinkled the blood of his peace offerings on the altar.

Upon this ⌊new⌋ altar he sprinkled the blood of his communion/friendship offerings.

and threw the blood from his peace offerings onto it.
