10:31a Yet Jehu was not careful to follow the instruction of the LORD, the God of Israel, with all his heart.

But Jehu did not really/sincerely try to follow the law of Yahweh, the God of Israel.

But Jehu failed to obey the law of Yahweh, the God of Israel, with his whole heart and mind.

10:31b He did not turn away from the sins that Jeroboam had caused Israel to commit.

He did not stop doing the sins that Jeroboam had done,

-or-

He continued to follow the evil ways of King Jeroboam.

10:31c He did not turn away from the sins that Jeroboam had caused Israel to commit.

the sins that Jeroboam had caused the Israelites to do.

-or-

He committed the same sins into which Jeroboam had led the people of Israel.
