And they shall plan to make war against one another, city against city, place against place, people against people, and kingdom against kingdom: Compare 2 Esd 5.9; 6.24; 9.3. An alternative model for this verse and the previous one is:

• 30 The [other] people on earth will lose their ability to think clearly, 31 and will plan to go to war against each other, one city against another, one region against another, one people against another, one kingdom against another.
