This woman whom you saw, whom you now behold as an established city, is Zion: For established city, see the comments on 2 Esd 5.25. Revised Standard Version‘s footnote here indicates a problem with the Latin text that we do not see. An alternative model for this verse is:

• The woman whom you saw is [or, represents] Jerusalem [or, Zion]. This is the huge city that you now see.
