33:9a So Manasseh led the people of Judah and Jerusalem astray,

However Manasseh led the people of Judah and Jerusalem to disobey God.
-or-
But the people of Judah and Jerusalem followed King Manasseh and turned away from God.

33:9b so that they did greater evil than the nations that the LORD had destroyed before the Israelites.

They became more evil than the people whom Yahweh had destroyed ahead of them.
-or-
And so the evil that they did was more than the people who lived there before the Israelites arrived. Those were the people whom Yahweh had destroyed.
