Revised Standard Version makes this verse part of the LORD’s speech, but it is better to mark it as a separate paragraph that summarizes verses 16-28 (so Good News Translation)
These are the men whom the LORD commanded … is literally “These [are the ones] whom the LORD commanded….” This verse forms an inclusio with verse 17. The demonstrative pronoun These points backward to the leaders listed, while the same pronoun in verse 17 points forward to them. The Hebrew verb for commanded is the same one used in verse 13. This repetition underscores that it was the LORD who was in charge of dividing the land.
To divide the inheritance for the people of Israel in the land of Canaan: The Hebrew verb rendered divide the inheritance (nachal) is the same one translated “divide … for inheritance” in verses 17-18 (see the comments there).
