So Moses gave command concerning them …: Translators may insert a paragraph break here. So renders well the Hebrew waw conjunction here since Moses instructions in verses 29-39 come as his affirmative response to what the Gadites and Reubenites have said in verses 25-27. Another possible connector is “After that” (De Nieuwe Bijbelvertaling). The pronoun them refers to the Gadites and Reubenites, which is clearly specified in the next verse.

To Eleazar the priest, and to Joshua the son of Nun, and to the heads of the fathers’ houses of the tribes of the people of Israel: Moses summons as witnesses here the same group that will divide the land (so Ashley, page 614; see 34.16-29). For Eleazar the priest, see 26.1; for Joshua the son of Nun, see see 11.28 and 13.8; for the heads of the fathers’ houses, see 31.26; and for the tribes of the people of Israel, see 30.1. Good News Translation renders this last half of the verse simply as “to Eleazar, Joshua, and the other leaders of Israel,” but a better model is “to Eleazar, Joshua, and the family leaders of the Israelites.”
