Translation commentary on Numbers 29:13

And you shall offer a burnt offering, an offering by fire, a pleasing odor to the LORD: The sacrifices mentioned in this verse were to be made on the fifteenth day of the seventh month (verse 12). Good News Translation adds “On this first day” to clarify this. New Living Translation is similar with “On the first day of the festival.” Offer renders the Hebrew verb hiqrib again (see 28.2). For burnt offering (ʿolah in Hebrew), see 6.11; for an offering by fire, a pleasing odor to the LORD, see 28.2.

Thirteen young bulls, two rams, fourteen male lambs a year old: See verse 2. These were the animals the Israelites had to offer as burnt offerings on the first day of the Festival of Shelters. The young bulls, which decrease by one on each successive day of the festival, begin with the number thirteen in order that on the seventh day there will be a perfect match of seven bulls for that day—a pairing of the sacred number (so Alter, page 835).
