And those who found him gathering sticks brought him to Moses and Aaron, and to all the congregation: The people who found the man gathering firewood on the Sabbath brought him to Moses, Aaron, and the rest of the Israelites. As in 1.2 (see the comments there), the Hebrew word for congregation (ʿedah) is better rendered “community” (Good News Translation).
