Translation commentary on Numbers 15:14

And if a stranger is sojourning with you, or any one is among you throughout your generations: The Hebrew pronouns for you and your are plural, referring to the Israelites. For a stranger is sojourning with you, which refers to resident aliens living among the Israelites, see the comments on 9.14. Any one is among you throughout your generations may be rendered “whoever lives among you in future generations” (similarly NET Bible).

And he wishes to offer an offering by fire, a pleasing odor to the LORD, he shall do as you do: The non-Israelites have the opportunity to offer ritual sacrifices as well, in accordance with the same regulations. They may offer sacrifices and offerings in worship at the Tent of Meeting. The unity of the entire community of Israel is reinforced by these parallel measures.
