And the cloud of the LORD was over them by day: The LORD also guided the Israelites through the cloud of his presence (see 9.15-23; Exo 40.38).

Whenever they set out from the camp: The verb set out refers to a repetitive action again (see verse 14).

Good News Translation reverses the order of the clauses in this verse, saying “As they moved on from each camp, the cloud of the LORD was over them by day.” Other languages may find this reordering helpful.
