Thus says the LORD: See 2.2.

As the note in Revised Standard Version indicates, the earth is supplied on translational grounds; Hebrew simply has “it.” However, the pronoun is feminine matching the gender of “earth” in Hebrew, and a number of modern translations have “earth,” as does the Septuagint. However, New Jewish Publication Society’s Tanakh keeps “it” and renders verse 2 as:

• Thus said the LORD who is planning it,
The LORD who is shaping it to bring it about,
Whose name is LORD:

Made is a verb with very general meaning, whereas formed (see 10.16; 18.11 [Revised Standard Version “shaping”]; 51.19) has a more restricted sense. Going from a general term to a form with a more particular sense is a very common pattern in biblical parallelism. Translators can preserve this, and even continue the sequence with the next verb establish; for example, “who made the earth, who gave it its shape, and established it [or, put it in its place].” Establish translates a verb that appears in this same causative form in 10.12, 23 (Revised Standard Version “direct”); 46.14 (Revised Standard Version “be prepared”); 51.12 (Revised Standard Version “prepare”), 15.
