This verse is repeated almost word for word at 34.3.

Chaldeans; that is, Babylonians (see 21.4). If translators retain “Chaldeans” here, readers may not realize that this is another name for the Babylonians; so New International Version and Bible en français courant have “Babylonians.”

The expression the hand of is used twice in this verse. As elsewhere, the meaning is to be in the power or control of. This is certainly the sense in “handed over” (Good News Translation).

Speak with him face to face and see him eye to eye: Face to face is more literally “mouth to mouth,” but in Hebrew “mouth” may have this extended meaning. See him eye to eye is rendered “see him with his own eyes” by Revised English Bible. New Jerusalem Bible renders the two expressions “speak to him personally and see him face to face.”
