The text has They shall not lament for him, not indicating who They is. Good News Translation says “No one.” Jehoiakim’s death is implied in this clause, so Contemporary English Version has “no one will cry at your funeral.”

Ah … my brother … sister … lord … his majesty: Ah could be translated by “How sad” or “How awful,” or by some other expression people might say at a funeral. Most scholars understand my brother and sister to have been used in the practice of mourning for any dead person, while lord and his majesty would have been reserved for mourning a king or some other leader. A few scholars believe that all four terms apply only to a deceased king. This is possible because the king was understood to fulfill the roles of the whole family, so sister would be as appropriate as brother. However, it does not really matter which interpretation translators choose, since they really only need to focus on the fact that no one is mourning.
