2.1-3 describes the concluding act of creation, which is God resting on the seventh day.

Thus the heavens and the earth were finished: Thus translates the usual Hebrew connecting form waw used throughout this division. The purpose of this linking word is to relate 2.1-3 as a conclusion to all that went before. Were finished is a passive construction and refers to the completion of the work of creation. And all the host of them: host translates a word sometimes referring to an army, as in 21.22, where the same word is translated “army.” In Deut 4.19 “host of heaven” refers to the stars, and in 1 Kgs 22.19 to angels. The general sense of the word is a large number of organized things, and so in relation to the heavens and earth it means “all its parts, everything in it.” Good News Translation attempts to include this thought with “the whole universe.” Others are more literal; for example New Jerusalem Bible, New English Bible, New Jerusalem Bible “with all their array.” Biblia Dios Habla Hoy has “and all that is in them.”
