This verse repeats the main idea of verse 7: God will bring total darkness over the land of Egypt.

All the bright lights of heaven will I make dark over you: All the bright lights of heaven refers to the sun and moon (compare Gen 1.14-18), although possibly some of the brighter stars may also be included (compare New Living Translation [1996] “the brightest stars”). It is probably best to not identify what the bright lights of heaven are. A model for this clause that does this is “I will make all the bright lights of the sky above you become dark.”

And put darkness upon your land means God will make the whole country dark. This darkness reminds the reader of the darkness that was over the world before creation (see Gen 1.2).

Says the Lord GOD: This solemn pronouncement emphasizes that God speaks these words (see the comments on 5.11). For the Lord GOD, see Ezek 32.3. This clause may be rendered “The Lord Yahweh says this.”
