I will make you a bare rock; you shall be a place for the spreading of nets: This prophecy closes with an emphatic repetition of the threats in verses 4 and 5. For bare rock and a place for the spreading of nets, see the comments on those verses.

You shall never be rebuilt: The destruction of Tyre will be so complete that no one will ever rebuild it. An active form of this sentence is “No one will ever rebuild you” or “No one will ever rebuild this city.”

For I the LORD have spoken, says the Lord GOD: Except for one thing, these speech formulas with which the prophecy ends are identical with those in verse 5 (see the comments there). The only difference is that the LORD is included in the first clause. Translators may say “[This will happen] for I, the Lord Yahweh, have declared this.”
