And I will execute judgments upon Moab: The prophecy returns to Moab at the end, predicting that God will “punish Moab” (Good News Translation, New International Reader’s Version), but it does not describe this punishment in detail. Contemporary English Version connects this clause with the previous one in a way that removes the strangeness of the reference to Ammon, saying “just as Ammon will be forgotten forever, 11 Moab will be punished.” This is an attractive rendering, but it strains the Hebrew a little and probably should not be followed. A good model here is “I will carry out my punishment of Moab.” For the Hebrew phrase rendered execute judgments, see 5.8.

Then they will know that I am the LORD: This recognition formula is the same as in verse 5 (see the comments there), except that the third person is used instead of the second person. This is because Moab is referred to in the third person throughout this prophecy.
