For thus says the Lord GOD … : God’s judgment of Oholibah is repeated here in different words. However, it begins with thus says the Lord GOD, which are the same words used in verse 22 (see the comments there). The connector For may be omitted (so Good News Translation, Contemporary English Version).

I will deliver you into the hands of those whom you hate, into the hands of those from whom you turned in disgust: I will deliver you into the hands of means “I will put you into the power/control of” (see Ezek 23.9). Those whom you hate and those from whom you turned in disgust (see verse 17) refer to Oholibah’s former lovers, the Assyrians and Babylonians. In the Old Testament the Hebrew word for hate does not always mean the strong negative emotion as it does in English. More often, especially when the word is used in the context of political relationships, it carries the idea of refusing to acknowledge another as boss, owing no allegiance to him. This is the meaning that it has here, although some of the normal meaning of hate may also be present. A model for this whole sentence is “I will hand you over into the power of those whom you don’t accept now, those to whom you have stopped showing affection/love.”
