Translation commentary on Ezekiel 20:23

Moreover I swore to them in the wilderness: As in verse 15 (see the comments there), God swore that he would still punish the next generation of disobedient Israelites.

That I would scatter them among the nations and disperse them through the countries: Here he promised he would scatter them all over the world. The Hebrew words for scatter and disperse are synonyms (both having the picture of throwing seeds about on the ground), and these two clauses are also synonymous (see the comments on 12.15). For those languages where this repetition is unnatural, these clauses may be combined into one; for example, New Living Translation says “I swore I would scatter them among all the nations” (similarly Good News Translation, Contemporary English Version).
