This verse repeats verse 25 with minor changes (see the comments there).

Yet the house of Israel says, ‘The way of the Lord is not just’: Ezekiel’s audience still criticizes God for being unfair even after he explained the principle of individual responsibility once again. Since God is addressing the Israelites, Yet the house of Israel says may be rendered “But you Israelites still say” (similarly Contemporary English Version).

O house of Israel, are my ways not just? Is it not your ways that are not just?: God once again responds with these two rhetorical questions that challenge and contradict the people’s belief.
