Here Gods says evil people who repent will live (compare 3.21).

But if a wicked man turns away from all his sins which he has committed may be rendered simply “If evil people stop sinning” (similarly Contemporary English Version).

And keeps all my statutes: See Ezek 18.9.

And does what is lawful and right: See Ezek 18.5.

He shall surely live: See Ezek 18.9.

He shall not die: See verse 17.

New Century Version provides a helpful model for this verse, saying:

• “But suppose the wicked stop doing all the sins they have done and obey all my rules and do what is fair and right. Then they will surely live; they will not die.
