But as for those whose heart goes after their detestable things and their abominations: This clause is quite difficult in Hebrew, which is literally “And to the heart of their detestable things and their abominations their heart walks” (similarly Revised Standard Version footnote). There is clearly a play on the word heart with verse 19, but it is not easy to be sure of the precise meaning of this clause. However, the overall sense is relatively straightforward. New International Version provides a good model here, saying “But as for those whose hearts are devoted to their vile images and detestable idols,” and so does New Jerusalem Bible with “But those whose hearts are set on their horrors and loathsome practices.” If the image of the heart has been omitted from verse 19, it may be better to leave it out here too; for example, New Century Version has “But those who want to serve their evil statues and hateful idols.” For detestable things and abominations, see the comments on verse 18.

I will requite their deeds upon their own heads means God will punish idol worshipers the way they deserve (see the comments on 9.10). Good News Translation reorders this clause and the previous one for naturalness in English, saying “But I will punish the people who love to worship filthy, disgusting idols. I will punish them for what they have done.”
