Translation commentary on Deuteronomy 31:11

When all Israel comes to appear before the LORD: this was one of the three annual festivals when all Israelite males twenty years and older were required to be present (see 16.1-17; Exo 23.14-17).

Here all Israel (twice) should be translated “all Israelites,” as the next verse makes clear.

The place which he shall choose: see 12.5; 16.16.

You shall read this law … in their hearing: a public reading of the Law during the Festival of Shelters. In their hearing may be expressed as “for them to hear.” The whole sentence may also be rendered as “read these laws and teachings aloud so that all the people of Israel may hear.”
