Translation commentary on 2 Chronicles 33:17

Nevertheless the people still sacrificed at the high places, but only to the LORD their God: The words Nevertheless and still render two Hebrew adverbs that modify the verb sacrificed. The writer concedes that in spite of the different reforms mentioned in verses 15-16, it proved impossible to completely do away with the high places (see the comments on 1 Chr 16.39 and 2 Chr 1.3). Even though sacrifices still took place in these areas used in pagan worship, the people actually worshiped Yahweh there at this point. The only place where sacrifices were to be made was at the Temple in Jerusalem, so the efforts at reform were not completely successful.
