A paragraph break is helpful here, as in Revised Standard Version and Good News Bible.

Then the king sent Nicanor, one of his honored princes, who hated and detested Israel: Nicanor entered the story at 1Macc 3.38. One of his honored princes may be rendered “one of his most honored officers” (Good News Bible) or “one of his officers who had a great reputation.” Who hated and detested Israel refers to Nicanor, not to his honored princes. They may have hated the Jews also, but here the writer doesn’t say so. The verbs hated and detested mean the same thing, but are used together for emphasis. Translators may use two words with the same meaning, or combine them into one, as Good News Bible has done. New English Bible is good with “and a bitter enemy of Israel,” and so is An American Translation with “who hated Israel bitterly.”

And he commanded him to destroy the people may be expressed as “and he ordered him to kill all of them [or, the Jews].”
