Elpaal was a son of Shaharaim and Hushim (verse 11). As is usual in this sort of context, there is no verb meaning were in this verse in the Hebrew, but it is clearly understood and may be supplied. Good News Translation and some other versions move the phrase the sons of Elpaal to the beginning of the previous verse (see the comments there).
