So David reigned over all Israel: The common Hebrew conjunction rendered So seems to mark a simple transition here, which may be shown in some languages by beginning a new paragraph. Some versions actually put a section heading here, continuing to the end of the chapter, since what follows deals with the officials of David’s kingdom (so New Jerusalem Bible, New American Bible, Bible en français courant). Reigned over may be rendered “ruled,” “governed,” or “controlled.”

And he administered justice and equity to all his people: The terms justice and equity do not refer to two completely different things. Rather, this is very likely a case where two nouns in place of a noun and an adjective are used to talk about a single truth. This is why New Jewish Publication Society’s Tanakh says “true justice.” It will not be wrong to use two nouns in the receptor language as long as they would not be understood as referring to two separate realities; for example, Bible en français courant says “justice with impartiality,” and Contemporary English Version has “fairness and justice.” All his people probably refers to the Israelites only and does not include the Edomites and other conquered peoples mentioned earlier in this chapter.
