Exegesis:

strapheis … pros autas ‘turning to them,’ cf. on 7.9.

thugateres Ierousalēm ‘daughters of Jerusalem,’ cf. on 1.5. Here thugateres means ‘female inhabitants.’

mē klaiete ep’ eme lit. ‘do not weep toward me,’ i.e. ‘do not weep for me.’ epi refers to the object of the emotion expressed in the weeping.

plēn ‘but,’ expressing strong contrast.

Translation:

Turning to them, or, ‘to these women’ (Javanese); for the phrase cf. also on 7.9.

Daughters of Jerusalem, preferably, ‘(you,) women of (or, who live in) Jerusalem.’

But weep, or more strongly contrastive, ‘on the contrary weep,’ “…; no, weep” (New English Bible).
