9:36a When Gaal saw the people, he said to Zebul, “Look, people are coming down from the mountains!”

When Gaal saw them, he said to Zebul: “There are people coming down from the top of the mountain.”
-or-
Gaal saw them and said to Zebul, “Look. There are men coming down from the mountain.”

9:36b But Zebul replied, “The shadows of the mountains look like men to you.”

Zebul answered, “No, it is the shadow of the mountains that you (sing.) think are men.”
-or-
Zebul replied: “No, the shadows of the mountains look like men to you.”
