3:30a So Moab was subdued under the hand of Israel that day,

From that time on, Moab were forced to submit to Israel.

From then on, the Moab people were under the power of the Israel people.

3:30b and the land had rest for eighty years.

The land was at peace for eighty years.

The people ⌊of Israel⌋ lived in peace for eighty (80) years.
