2:15a Wherever Israel marched out,

Every time the Israelites went out to battle,
-or-
Each time the people of Israel went to fight,

2:15b the hand of the LORD was against them to bring calamity,

Yahweh made them lose the battle,
-or-
Yahweh helped the enemies to win.

2:15c just as He had sworn to them.

as he has sworn he would do.
-or-
That was what Yahweh promised he would do.

2:15d So they were greatly distressed.

So they endured great suffering.
-or-
Because of this the people of Israel were very miserable.
