21:5a The Israelites asked, “Who among all the tribes of Israel did not come to the assembly before the LORD?”
The Israelites then asked, “Which of our clans did not come when we assembled before Yahweh?”

Then they asked each other who of Israel’s people had not come to Yahweh at the gathering ⌊before the battle⌋ .
21:5b For they had taken a solemn oath that anyone who failed to come up before the LORD at Mizpah would surely be put to death.
⌊They said this because⌋ they had made an oath. They vowed that anyone who did not come when they assembled before Yahweh at Mizpah town would be killed.

⌊At that gathering⌋ they had promised to kill anybody who did not come to Yahweh at the town of Mizpah.
