18:1a In those days there was no king in Israel,

There was no king in Israel at that time
-or-
When these things took place, the people of Israel had no king

18:1b and the tribe of the Danites was looking for territory to occupy.

and the clan of Dan was still trying to find their own place to live.

and the descendants of Dan had not yet found land where they could live.

18:1c For up to that time they had not come into an inheritance among the tribes of Israel.

They had not received their own land like the other clans of Israel.
-or-
They had not yet conquered the land that would be their inheritance among the other clans of Israel.
