2:9a Woe to him who builds his house by unjust gain,

You (sing.) will suffer, you who get riches/wealth for your house by doing evil!

⌊Yahweh⌋ will punish you (plur.) ! You made your families rich by violence.

2:9b to place his nest on high and escape the hand of disaster!

You (sing.) ⌊will suffer⌋ , you who set your nest high to avoid evil/disaster!

They wanted to make their kingdom as safe as possible from those who might destroy it.
